Take it on the micro level: Look at how many crimes get committed locally by assholes out on bail wearing Martha Stewart-esque security tags. Now multiply that by a zillion times the evil and add a pinch of Armageddon, and that's what it means to give amnesty to an Islamic whackjob who's had his brain replaced with Jihad dreams. The government has offered amnesties to try to end a 15-year Islamic insurgency, resulting in thousands of militants turning themselves in, but sparking fierce criticism from the families of victims.
